Victor is a global and senior executive with a vast experience in the infrastructure and finance sectors. Throughout is career held several leadership roles with global infrastructure corporations and corporate banking where he led investment strategy, business development and run operations in US, Europe, Latin America and South Africa.

Currently, Victor is also the CEO of Sintra Capital Partners in Atlanta, USA, an advisory and finance services practice for public, private infrastructure and pension funds on strategic partnerships, project finance and project delivery methods, contract negotiation, operation efficiencies and software mobility solutions, divestitures and capital rising. Among other clients advised TIAA, TICC and Schaltbau NA.
Mr. Saltão has more than 30 years of working with multiple regulators, agencies and governments to deliver value in infrastructure assets. With a focus in transportation / congestion management solutions and social infrastructure, Victor is led by innovation and technologies that enable optimization, safety and risk management of infrastructure. Since 1999 Victor held senior leadership roles with Brisa (Europe), CCR (Brazil) and Northwest Parkway (Colorado, USA), where he lead the developed key public infrastructure assets and projects with P3 (Public-Private Partnerships), project finance and other delivery models.
Victor holds a Graduate degree in E- Business from ISEG – Instituto Superior de Economia e Gestao, Lisbon, Portugal and a BSc in Management and Business Administration from INP – Instituto Superior de Novas Profissoes, Lisbon, Portugal. He is also a CPA and have Advanced Management and Leadership programs form International Institute for Management Development (IMD), Switzerland and INSEAD - Business School, France.
