SERVICES WE OFFER

DCS advisors provide comprehensive strategic planning services to our public and private sector clients within our key sectoral coverage areas, including infrastructure, energy & utilities, industrials, oil & gas and real estate sectors. Within strategic planning, we offer two specific types of services to our clients: capital investment planning; and, options analysis and studies.

Capital investment planning services. Our strategic planning services provide long-term planning of capital investments in infrastructure, property, plant and equipment. Our expert strategic planners help our clients plan and manage their overall capital development programs through proactive maintenance and life-extensions of assets, enhancements of asset utilization and performance, and phasing of asset replacement and renewal investments, and demand-responsive investments. Whether our client is a government agency charged with developing long-term capital investment programs in their power or railroad sector or an infrastructure fund managing a portfolio of airports, our overarching goal is to help our client achieve optimal financial (and in some cases, social and environmental) returns on the capital investment budget.

Options Analysis. Another subcomponent of our strategic planning services, includes optional analysis and studies. DCS provides expert options analysis and studies on behalf of our clients. Options analysis and studies provide a comprehensive comparative analysis is conducted of two or more alternative types of capital investments (each of which provide similar functional objectives), based on specific criteria and considerations driven by our client. Such criteria will be prioritized and ranked after consultations by our client. For example, in the case of regional transportation authority client, investments in different configurations of transport such as roads, railways, buses, pedestrian- and bikeways may be examined in order to achieve overall transportation capacity and congestion relief objectives. Within each transportation mode, there will be a range of sub-options, such building roads that require tunneling or elevated structures, tolled roads vs. toll-free roads, etc. Each option and sub-option will have very different associated capital costs, social and environmental implications, land-use and economic development implications that will need to be considered. Based on consultations with our client each criteria will be priorized and ranked in order to choose the best option on the basis of prioritized criteria.

Under any strategic planning services mandate, DCS will draw from our vast global network of veteran industry expert advisor affiliates and our relationship consultants in order to assemble the most appropriate team to match the specific needs and objectives of our client. This will always include leadership of DCS affiliate experts who possess decades of global public and private sector experience related to the specific sector. In any strategic planning advisory services mandate, our preferred role is always to serve as the lead project/program manager. Within this role we are also able to assist in the selection and procurement (or subcontracting) and management of the other advisors and consultants, including local and international technical, commercial and legal advisors or other specialized advisors, as the specific client project may require. To the extent that other third-party advisors are required, there are many value added advantages of allowing DCS to assist in the procurement of these advisors. First, DCS expert affiliates themselves possess many of the technical, commercial and legal skill sets and we are best positioned to determine which additional outside third-party skill sets are required and which firms or individuals should be hired in these roles. Secondly, strategic planning advisory requires the organizational management and coordination of many simultaneous workstreams. DCS advisors are experts in project and program management services and are ideally suited to manage and coordinate a multi-dimensional advisory team most efficiently and effectively.
